GDCE

General Departmental Competitive Examination (GDCE)

RBE No.129/1993 

No.E(NG)I/93/PM2/16, dated 20.08.1993

(i) To accelerate the process of redeployment of surplus as a onetime measure, the method of General Departmental Competitive Examination (GDCE) shall be adopted to fill up 25% of the net direct recruitment vacancies (for which indents are otherwise required to be placed on RRBs) in the following categories during the next one year only with immediate effect: 

(a) Non-technical popular categories – namely, Train Clerk, Ticket Collectors, Commercial Clerk, Telephone Operators, Shroffs, Accounts Clerks, Office Clerks. (b) Operational categories – namely, Diesel/ Elect. Asstts. (where direct recruitment is made to the extent of shortfall) etc. and ASM. 

(ii) This method shall be adopted for one year with immediate effect. Indents already placed on RRBs should be adjusted accordingly as necessary. 

(iii) Quota prescribed for SC & ST will be applicable to GDCE. 

(iv) All regular employees possessing the prescribed educational qualifications for direct recruitment shall be eligible to appear in the GDCE irrespective of grade and cadre. 

(v) There would be a minimum age limit of 40 years (now 42) for general candidates and 45 (47) years for SC/ST candidates. 

The upper age limit will be 42 years for General candidates, 45 years for OBC candidates and 47 years for SC/ST candidates as per Railway Board letter No. E (NG)I-2000/PM2/12 dt. 21.08.2001 (RBE No. 165/2001). The age will be reckoned as on 01.07.2023. 

GDCE will comprise a written test followed by viva voce  (no viva RBE 96/1999) and the panel will be formed strictly in order of merit. The standard of examination shall be like that of direct recruitment to avoid any dilution of the cadre. If suitable candidates do not become available in adequate number as a result of GDCE, the shortfall will be made by direct recruitment through Railway Recruitment Board.

Psychological test will be conducted for categories where it is required for direct recruitment. 

Selection Board for GDCE shall consist of three JAG officers, one of whom should be a Personal Officer. The Personnel Officer may be in Senior Scale nonetheless he shall be an equal number of the Selection Board. Every effort should be made to include SC/ST officer on this Selection Board as per para 218(d) of IREM. 

Zone of consideration for GDCE will encompass staff belonging to all the Departments/ Branches in a Division/ Workshop/ Headquarter Office/ Extra Divisional Office/ Production Units as the case may be subject to their applying through proper channel in response to the notification for GDCE.

The total requirement of direct recruitment should be vetted by the Headquarters/ GM’s Office as usual and thereafter GDCE for 25% thereof may be conducted by Headquarters Office of the Zonal Railway or GM’s Office of the Production Unit, as far as possible, but if considered expedient by the GM, the same may be conducted centrally by a Division/ Workshop/ Extra Divisional Office nominated by him in the case of Zonal Railways. However, for one category or group of categories only one GDCE shall be conducted centrally on a Zonal Railway. 

Resultant vacancies consequent to GDCE shall as far as possible be filled up by redeploying surplus staff instead of resorting to direct recruitment or fresh faces from open market. 

Seniority of GDCE candidates in the cadre in which they are placed shall be as admissible to direct recruits.


RBE No.81/1997: GDCE 

Recruitment to which the minimum qualification of Diploma in Engineering has been prescribed, may now be included in the scheme of GDCE: 

(i) IOW, PWI and BRI in grade Rs.1400-2300 in Civil Engineering Department. 

Junior Engineer Gr-II (Works), Junior Engineer Gr-II (P.Way) and Junior Engineer Gr-II (Bridge) in grade Rs.1400-2300 (RSP)/ 5000- 8000 (RSRP) in Civil Engineering Dept.

(ii) Chargeman in grade Rs.1400-2300 as Apprentice Mechanics in Mechanical and Electrical Department. 

Junior Engineer Gr-II as Apprentice Mechanics in grade Rs.1400- 2300 (RSP)/ 5000-8000 (RSRP) in Mechanical and Elect. Departments.

(iii) Signal Inspector and Telecommunication Inspector in grade Rs.1400-2300 in S&T Department. 

Junior Engineer Gr-II (Signal) and Junior Engineer Gr-II (Tele) in grade Rs.1400-2300 (RSP)/ 5000-8000 in S&T Department.

(iv) Draftsman in grade Rs.1400-2300 in Civil, Mechanical, Electrical and S&T Departments. 

The staff falling in the Running categories will not be eligible to apply for the above categories under the GDCE Scheme.

Only Serving Regular Railway employees are eligible working in following Grade Pay/Pay Level 

i. Lower than the Grade Pay/Pay Level for which GDCE is being held. 

ii. Same Grade Pay/Pay Level scale for which GDCE is being held are permitted to appear in selection for Non-Safety to safety category posts as well as safety to safety category posts.

iii. Candidates are not allow to apply for the same post on which presently working.


Recruitment Process:- The recruitment process shall comprise of a Computer Based Test (CBT)/written examination followed by aptitude test, Document Verification and Medical Examination. 

 a) Standard of examination shall be like that of direct recruitment conducted by RRB. 

b) CBT/Written Examination will be conducted in single/two stages. 

c) The selection will be made strictly as per merit. Short listed candidates will be called for verification of their original documents. 

d) CBT/ Written Examination will have multiple choice type questions. There shall be negative marking in written examination and 1/3 of the allotted marks for each question shall be deducted for every wrong answer.

The reservation for Persons 

with Benchmark Disabilities (PwBD) 

(apply as per 169/2022) and 

Economically Weaker Sections (EWS) 

(not apply) that is applicable for open 

market recruitment will apply 

for GDCE scheme.  (RBE 72/2019, 

169/2022).


    

Candidates who wish to be considered 

against vacancies reserved for 

SC/ST/OBC and/or seek age relaxation 

must submit requisites certificate from 

the competent authority in the prescribed 

format at the time of Document 

verification. Otherwise, their claim for 

reserved status will not be entertained 

and the candidature/applications of such 

candidates fulfilling all eligibility 

conditions for General (UR) category 

will be considered under General (UR) 

category only.


In case wrong declaration/particulars are 

given by the candidates, he/she is liable 

to be taken up under Disciplinary Rules 

including rejection of candidature 


RBE No.139/2003: GDCE – RPF/RPSF personnel cannot be allowed to appear in the GDCE. They will also not be eligible to appear in other Departmental selections in Departments other than RPF/RPSF. Letter No. E (NG) I/2002/PM2/9 dated 11.08.2003.

Elimination of viva-voce (interview)  (GDCE)-RBE 96/1999.
Practice of holding viva-voce as part of selections under the scheme of GDCE for categories covered under the scheme should be discontinued with immediate effect. 

Railway Ministry’s letter No.99/E(RRB)/25/2, dated 18.03.1999 (RBE No.56/1999), viva-voce test (interviews) in recruitment through RRB has been eliminated in most of the categories in order to reduce the element of subjectivity to the maximum extent possible and to expedite the selection process. 

Jurisdictions of RRBs

RRBs to cater for the Zonal Railways and Production Units located in the geographical area of the Railway for their requirement for GDCE w.e.f. 01.04.2003: 

(i) RRB/Ahmedabad – Western Railway 
(ii) RRB/Mumbai – Central Railway 
(iii) RRB/Chandigarh – Northern Railway, DCW & RCF 
(iv) RRB/Guwahati – N.F. Railway 
(v) RRB/Kolkata – Eastern Railway, Metro Railway, CLW 
(vi) RRB/Ranchi – South Eastern Railway 
(vii) RRB/Gorakhpur – North Eastern & RDSO 
(viii) RRB/Chennai – Southern Railway & ICF 
(ix) RRB/Secunderabad – South Central Railway 
(xi) RRB/Allahabad – Northern Central Railway, DLW 
(xii) RRB/Bangalore – South Western Railway & RWF 
(xiii) RRB/Bhopal – West Central & South East-Central Railway

The railway, while placing an indent on RRB, shall invite applications for GDCE and pass on the details of eligible applicants to the concerned RRB. 

RRB will ensure that those candidates are called to appear for GDCE either along with direct applicants for outside selection or in a separate selection for the departmental candidates.

Minimum percentage of marks for eligibility: 
UR-40%, 
OBC (Non creamy layer) - 30%, 
SC-30%, 
ST-25%.  

Computer Based Aptitude Test (CBAT) Qualifying marks: 

The candidates need to secure a minimum T-Score of 42 marks in each of the test batteries to qualify. This is applicable to all candidates irrespective of community or category i.e. irrespective of SC/ST/OBC-NCL and no relaxation in the minimum T- Score is permissible. 

Candidates equal to 8 times the number of vacancies of Station Master (SM) will be called for CBAT. Candidates will have to qualify in each of the test batteries of CBAT for considering them for the post of Station Master. The CBAT (Computer based aptitude test) shall have questions and answer options only in English and Hindi. 

There shall be no negative marking in CBAT.  

Formation of merit list: The Station Master merit list will be drawn only from amongst the candidates qualifying in the CBAT, with 70% weightage for the marks obtained in the CBT and 30% weightage for the marks obtained in CBAT.  

NORMALISATION OF MARKS: Short listing of Candidates shall be based on the normalized marks obtained by them whenever CBT is conducted in multiple sessions for the same syllabus. The normalization scheme to be adopted for CBT detailed in following paragraphs.

CALCULATION OF NORMALIZED MARKS FOR MULTI-SESSION PAPERS: 

In CBT, the examination may have to be conducted in multiple sessions. For these multisession papers, a suitable normalization is applied to take into account any variation in the difficulty levels of the question papers across different sessions. The formula for calculating the normalized marks for the multi-session papers is detailed below: 


RBE No.112/2018: GDCE – Consolidated instructions:
GMs to increase the percentage of GDCE from 25% to 50% of Direct Recruitment quota vacancies in individual cases as per need.

All regular employees possessing prescribed educational qualification for Direct Recruitment working in grades lower than the grades/ pay scales for which GDCE is being conducted are eligible to appear in GDCE selection for all the categories.

All regular employees possessing prescribed educational qualification for Direct Recruitment working in same grade/ pay scale for which GDCE is being conducted are eligible to appear in selection for GDCE from Non- safety to Safety category post as well as Safety to Safety category posts.

The GDCE examination is to be conducted by the RRCs. 

The date for GDCE is to be fixed by Railway Recruitment Cells (RRCs) of the Railway in consultation with CPOs and Chairman of respective RRBs. 

Question Paper for GDCE is to be provided by respective RRBs, but evaluation shall be done by RRCs on the basis of answer keys provided by the former. However, instead of 3 sets of Question Papers, only one set of the same will be provided by RRBs to RRCs for GDCE. All other recruitment related activities will be performed by Chairman of respective RRCs.

Zone of consideration for GDCE will encompass staff belonging to all the Departments/ Branches in a Division/ Workshop/ Headquarter-Office/ Extra Divisional Office/ Production Unit as the case may be subject to their applying through proper channel in response to the notification for GDCE.

Whenever, the vacancies remain unfilled in Promotion Quota, the same may be carried forward to LDCE/ GDCE, if any, and unfilled vacancies of LDCE/ GDCE may be carried forward to direct recruitment quota for the next year/ next selection. In case there is no LDCE/ GDCE for that post, the unfilled vacancies may be diverted to director recruitment quota of the upcoming year.

RBE No.61/2017:  (GDCE) 
Staff from same grade pay/pay scale may be allowed to appear in the selection for GDCE only in case the selection is from non-safety to safety posts.

RBE No.72/2017:  (GDCE) 

Eligible staff working in grades lower than the grades/pay scale for which GDCE is being conducted be permitted to appear in GDCE selections for all categories; 

Eligible staff working in same grade/pay scale for which GDCE is being conducted may be permitted to appear in selection for GDCE from Non-safety to Safety category posts as well as Safety to Safety category posts.

GDCE: RBE No. 86/2021
Introduction of General Departmental Competitive Examination (GDCE) in Accounts Department and Chief Law Assistant.

(i) Staff of Accounts Department are allowed to appear in GDCE of other Departments. 
(ii) Staff of other Departments are allowed to appear in GDCE of Accounts Department (for the post of Accounts Clerk and Junior Accounts Assistant) subject to the condition that those employees qualifying as Junior Account Assistant through GDCE, have to qualify Appendix-II IREM Examination in 2 chances within a period of 3 years. Failure to do so will render such employees to be appointed as Accounts Clerk. Further promotion of such employees to the post of Junior Accounts Assistant will be governed by extant promotion rules including qualifying Appendix-II IREM Examination. This provision must be clearly stipulated while inviting applications for Junior Accounts Assistant in the GDCE notification and an undertaking be obtained from applicants. 
(iii) Above provision is applicable for a period of 2 years whereafter, this will be reviewed.

GDCE is permitted in the category of Law Assistants hencefourth. 

GDCE: RBE No.02/2022 
Currency of the GDCE scheme may be extended for a further period of two years i.e. upto 31.03.2024.

GDCE: RBE No.159/2022 - EDE (RRB) is empowered to nominate concerned Chairman of Railway Recruitment Board (RRB) for setting/ providing of question papers for GDCE to respective Railway Recruitment Cell (RRC).

Regarding procedure for selection of Examination Conducting Agency (ECA) for conduct of CBT against GDCE Quota. Para 2.3.7 (Question Set) of the Committee’s report, provides that the Exam Conducting Agency (ECA) has sole responsibility to ensure a robust mechanism for preparation of questions and a secure mechanism for the transmission of the same to the computer nodes in all the venues during examination. The Examination Conducting Agency shall adhere to ensure to maintain highest standard of confidentiality in creation, processing, maintenance, storage, encryption and administration of question set. Accordingly, it is clarified that henceforth, the responsibility for setting of Question Paper for GDCE shall lie with the ECA selected for conduct of the CBT for GDCE. 

  1. The trade/exam group is to be specified by employees having TT/ Act Apprentice/Diploma/Engg. qualification.
  2. Preference of all posts as applied and for which employee is eligible may also be called for.
  3. Minimum percentage of marks for eligibility in various categories: UR-40%, EWS-40%, OBC(Non creamy layer) -30%, SC-30%, ST-25%. These percentages of marks for eligibility may be relaxed by 2% for PwBD candidates in case of shortage of PwBD candidates against vacancies reserved for them.
  4. There will be negative marking and 1/3 mark shall be deducted for each wrong answer.
  5. The PwBD candidates should be provided the Scribe wherever applicable.
  6. In case of two or more candidates securing same marks, their merit position shall be determined by age criteria i.e., older person shall be placed at higher merit and in case age being same, then alphabetical order (a to z) of the name shall be taken into account to break the tie.
  7. Candidates equal to the number of vacancies will be called for DV based on their merit in CBT and options.
  8. Appointment of selected candidates is subject to their passing requisite Medical Fitness Test to be conducted by the Railway Administration, final verification of educational and community certificates and verification of antecedents/character of the candidates.
  9. Admission to all stages of recruitment process shall be purely provisional, subject to the candidate satisfying the prescribed eligibility conditions.
  10. Mere issue of e-Call letter to the candidates will NOT imply that their candidature has been finally accepted by the RRC.
  11. RRC conducts Documents Verification of eligibility conditions with reference to original documents only after the candidates have qualified in all the stages of examinations and are shortlisted for Document Verification. RRC may reject the candidature of any applicant at any stage of recruitment process. n case the candidate is found not fulfilling the requisite criteria and if appointed, such a candidate is liable to be removed from service summarily.
  12. Before applying for the post(s) against this notification, candidates should satisfy themselves that they fulfill all the eligibility norms including age, educational qualification(s) and medical standard(s). Candidates should ensure that they have requisite educational/technical qualifications from recognized Board/ University/ Institute as on the closing date for online application submission.
  13. Candidates should enter their Name, Father ‘s Name and Date of Birth as recorded in the SSLC/Matriculation/High School Examination Certificate or an equivalent Certificate as well as in their service record. No subsequent request for its change will be considered.
  14. In cases of name change, candidates should indicate their changed name only in the ONL NE application. However, the details should match with the Matriculation or Equivalent certificate as well as Service Record. Date of such change should be prior to the date of submission of ONLINE application.
  15. Gazette Notification or any other legal document as applicable for such cases should be submitted at the time of Document Verification (DV) along with the acceptance letter of employer.
  16. Signatures of the candidates on all documents should be identical in all stages of recruitment process and must be in running hand and not in block/capital or disjointed letters. Signatures in different style at the time of CBT, CBAT, Document Verification; Medical examination etc. may result in cancellation of candidature.
  17. Dates of examinations will be published on the website. The e-call letters for CBT, CBAT should be downloaded only from website. No call letter will be sent by post. The CBT Centre, date and shift indicated in the e-call letter shall be final. RRC reserve the right to conduct additional CBT/CBAT, and/or additional document verification etc., without assigning any reason. Request for postponement of any of the above activity or for change of venue, date and shift will not be entertained under any circumstances.
  18. Vacancies indicated in this Notification are provisional and may undergo any change (increase/decrease) or even become N L in total or in specific Units/ Communities/ Posts at a later stage depending upon the actual needs of the Railway Administration . Also, additional posts if required by the Railway may also be included at later stage.
  19. The Railway Administration also reserves the right to cancel the notified vacancies at any stage at its discretion and such decision will be final and binding on all.
  20. The function of the RRC is to recommend names of suitable candidates to the concerned authorities of the Railway Division who in turn will issue the offer of appointment letter subject to availability of vacancies and candidates satisfying all eligibility criteria.
  21. Selected candidates will have to undergo training, wherever prescribed, and during training period payment will be regulated as per extant rules.
  22. RRC reserves the right to incorporate any subsequent change/modifications/additions in the terms & conditions of recruitment under this Notification as necessitated and applicable.
